Notes:
The OFT concluded that market forces harnessing new technology may bring about change without the need for intervention.
Also that "the internet...is increasingly allowing the academic community to bypass expensive commercial publishers".
Which is the main topic of this talk. What are those changes in electronic publishing?
Firstly, open access journals - meaning that the research content is freely available in electronic form, which is achieved either by
- Creating new journals whose content is freely available, or by
- Encouraging publishers to make their content freely available
Secondly, author self-archiving - meaning that authors deposit copies of their papers in an electronic archive. It could be a pre-print of a paper that subsequently appears in a traditional journal, or it could be the final version of the paper if the publisher consents (which depends on copyright policy).
