PubMed Central is a practical implementation of the Public Library of Science idea. An electronic archive of life sciences journal literature managed by the US National Library of Medicine
An attempt to involve both the research community and the peer-review journal establishment. Idea is to persuade major journals to release their content on PubMed Central either simultaneously with print publication or some time after.
So far has been slow to catch on.
For journals taking part fully - they agree that all the original research that they publish can be freely distributed by PubMed Central or any other public distributor.
Noteworthy journals taking part:
Proceedings of the National Academy of Sciences, British Medical Journal, and all journals published by BioMed Central
